Russia’s carbon credit market continues to evolve, combining voluntary and pilot mandatory segments based on carbon units (CUs).
What are CUs?
1 carbon unit = certified reduction or absorption of 1 ton of CO₂ equivalent.
They are issued for reforestation, energy efficiency, and decarbonization projects, tracked by the Ministry of Economic Development through the national registry and trading platforms such as the Moscow Exchange.
Voluntary market:
Active growth since 2022. Companies buy CUs to offset emissions and enhance ESG reporting.
Trading volumes remain modest — around 100–200 thousand CUs per year, but the trend is clearly upward.
Mandatory segment:
The Sakhalin pilot (2022–2025) became Russia’s first emissions trading system for over 20 companies.
Based on Law No. 296-FZ (2021), expansion to the federal level (2027–2035) is now planned.
